世界人権宣言とは
世界人権宣言（Universal Declaration of Human Rights）は、1948年12月10日 第３回国際連合総会で採択された。世界の人権に関する規律の中でもっとも基本的な意義を有する。
この日を記念して、毎年12月10日は「世界人権の日」に制定されていて、日本ではこの日に先立つ１週間を、「人権週間」と定めている。

| Preamble Whereas recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world, Whereas disregard and contempt for human rights have resulted in barbarous acts which have outraged the conscience of mankind, and the advent of a world in which human beings shall enjoy freedom of speech and belief and freedom from fear and want has been proclaimed as the highest aspiration of the common people, Whereas it is essential, if man is not to be compelled to have recourse, as a last resort, to rebellion against tyranny and oppression, that human rights should be protected by the rule of law, Whereas it is essential to promote the development of friendly relations between nations, Whereas the peoples of the United Nations have in the Charter reaffirmed their faith in fundamental human rights, in the dignity and worth of the human person and in the equal rights of men and women and have determined to promote social progress and better standards of life in larger freedom, Whereas Member States have pledged themselves to achieve, in cooperation with the United Nations, the promotion of universal respect for and observance of human rights and fundamental freedoms, Whereas a common understanding of these rights and freedoms is of the greatest importance for the full realization of this pledge, Now, therefore, The General Assembly, Proclaims this Universal Declaration of Human Rights as a common standard of achievement for all peoples and all nations, to the end that every individual and every organ of society, keeping this Declaration constantly in mind, shall strive by teaching and education to promote respect for these rights and freedoms and by progressive measures, national and international, to secure their universal and effective recognition and observance, both among the peoples of Member States themselves and among the peoples of territories under their jurisdiction. | 人類社会のすべての構成員の固有の尊厳と平等で譲ることのできない権利とを承認することは、世界における自由、正義及び平和の基礎であるので、 人権の無視及び軽侮が、人類の良心を踏みにじった野蛮行為をもたらし、言論及び信仰の自由が受けられ、恐怖及び欠乏のない世界の到来が、一般の人々の最高の願望として宣言されたので、 人間が専制と圧迫とに対する最後の手段として反逆に訴えることがないようにするためには、法の支配によって人権保護することが肝要であるので、 諸国間の友好関係の発展を促進することが、肝要であるので、 国際連合の諸国民は、国際連合憲章において、基本的人権、人間の尊厳及び価値並びに男女の同権についての信念を再確認し、かつ、一層大きな自由のうちで社会的進歩と生活水準の向上とを促進することを決意したので、 加盟国は、国際連合と協力して、人権及び基本的自由の普遍的な尊重及び遵守の促進を達成することを誓約したので、 これらの権利及び自由に対する共通の理解は、この誓約を完全にするためにもっとも重要であるので、 よって、ここに、国際連合総会は、 社会の各個人及び各機関が、この世界人権宣言を常に念頭に置きながら、加盟国自身の人民の間にも、また、加盟国の管轄下にある地域の人民の間にも、これらの権利と自由との尊重を指導及び教育によって促進すること並びにそれらの普遍的かつ効果的な承認と遵守とを国内的及び国際的な漸進的措置によって確保することに努力するように、すべての人民とすべての国とが達成すべき共通の基準として、この世界人権宣言を公布する。 |
| Article 1 All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood. | 第一条 すべての人間は、生れながらにして自由であり、かつ、尊厳と権利とについて平等である。人間は、理性と良心とを授けられており、互いに同胞の精神をもって行動しなければならない。 |
| Article 2 Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. Furthermore, no distinction shall be made on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty. | 第２条 1.すべて人は、人種、皮膚の色、性、言語、宗教、政治上その他の意見、国民的若しくは社会的出身、財産、門地その他の地位又はこれに類するいかなる事由による差別をも受けることなく、この宣言に掲げるすべての権利と自由とを享有することができる。 2.さらに、個人の属する国又は地域が独立国であると、信託統治地域であると、非自治地域であると、又は他のなんらかの主権制限の下にあるとを問わず、その国又は地域の政治上、管轄上又は国際上の地位に基づくいかなる差別もしてはならない。 |
